Art was born in Walla Walla, Washington to Donise and Kathleen (Sutherland) Manuel on July 3, 1928. He was named after his father and they lived on the Manuel farm in College Place, Washington until his parents divorced. Art was affectionately called “Sonny” by the many Manuel extended family members. He graduated from high school in Walla Walla and held many part time jobs to earn extra money. After his discharge, Art went to a diving school in Wilmington, California where he became a deep sea diver working at the bottom of the ocean off the coast of California. After their first daughter was born in 1951, Art returned with his family to Walla Walla where he began his career as a Police Officer in 1954. He worked foot patrol, was a motorcycle officer and completed accident investigations. While in Walla Walla, three more daughters were born and in 1959 the family began moving to Richland where Art started his long career as a Richland Police Officer. He was promoted to Sergeant in 1968 and retired in July 1980 as a Lieutenant. He loved his job and the many challenges it gave him. He always had many interesting and funny stories to tell about his work. He was honored by the Exchange Club of Richland as Police Officer of the Year in 1976. He was described by fellow officers at his retirement as a “Dauntless, Dedicated Detective and Administrator of Pandora’s Box” for his relentless and detailed work solving crimes.

Vicki, Kathy, Pam, Denise & Chris:
I simply miss him & the hole in our lives he & your mom too have left. Mr. Manuel (as I always called him) always had the tool I needed to borrow & great advice. He’d offer to help but knew I wanted to do it myself but helped me anyway over the years. Chris too!
In more recent years, I just enjoyed visiting (not often enough) Mrs. Manuel & him @ “Richland Gardens” where he faithfully was every day until she passed. They “played” BINGO a LOT.
You moved into the neighborhood (early ’60s) in that big “A” house when us girls were kids. Then Chris was born! Your sisters were v protective & don’t think your feet ever hit the ground. (sorry Chris but you were adorable!)
Remembering & sending love, Marilin
We got to know Art through my dad Bob McDonald, he became our friend, as well. A very hard worker, a kind and gentle man. I’m sorry to know that he has departed from your lives, I’m sure he will be greatly missed. Our condolences to the family.
I John 5:11-12
Our condolences to Art’s Family. We are already missing him. To me he was a kind and gentle sole. After my father passed he was there to help me up. He was always there for us if we needed a helping hand. Many occasion he did just that. For the Grandchildren to honor Art, Honor your Father and Mother. Remember they are having a pretty rough time right now. Go give your parents a kiss and a hug. When you look up a definition of love you will see Art’s name. God Bless you Art.
God bless you all!
My condolences to Art’s family. I had the pleasure of working with Art from 1975 until his retirement from the Richland Police Department. Art was a passionate, caring man in everything he did…he did it with his whole heart. I can only imagine how much his loved ones will miss him as he added so much to the lives of those who knew him.
May God lighten your sorrow and fill your hearts with the love and memories of your beloved Sonny.
Art was truly one-of-a-kind! When I was a rookie patrol officer, Art was a Detective Sergeant. I happened to be near one of the interview rooms with its door closed. I heard Art interviewing the suspect in a “very loud” voice. Almost immediately, the door swung open and Art walked into the hallway, closing the door behind him. Art had a look, on his face, like he was looking to hunt bear; and, I thought I might be that ‘bear’. Art looked up at me, broke into a big smile and gave out his signature laugh and then said how enjoyed interviewing suspects. I learned a lot from Art! RIP Art!!!
I met Art on the job at RPD. He was my Detective Lt from whom I learned that solving cases was from within by having the heart to go on.
Art never gave up, learned most of his skills by doing the task until he was sure he had it right and was his own hardest task master. He was one of a kind.
So long Art. Go with God knowing you left both lasting and positive impressions on all who knew and worked with you.
Dave Taylor, former RPD Det/Officer.
Began my law enforcement career working with Art. He was a good cop and very sharing of his experience.
He was an enjoyable person to be around. My sympathy to the family.
When I came to work for Richland, I was assigned to Art’s Patrol Squad. I respected Art, as he always treated people very well, fellow Officers as well as the public. I later helped Art with a few of the buildings he removed from the Hanford reservation.
He was certainly industrious. He will be missed.
