Rosemary Foley, 90, passed away on July 1, 2024, in Richland, WA. She was born on June 8, 1934 in Portland, OR, to Francis and Ethel Kelly (Kotelman). Rosemary attended St Patrick’s, Holy Child Academy and the University of Portland, where she met her husband of 69 years, Charles Foley.
Rosemary married Chuck on January 15, 1955 in Portland, OR. The couple moved to Richland in 1967 where they raised 6 children. They did everything as a family and loved fishing and tent camping vacations. Chuck and Rosemary continued to sleep on the ground in sleeping bags well into their 80’s. Rosemary was an honorary mother to many other children and neighbors as well. She was a Cub Scout Leader, drove kids to many tennis matches, was a supportive sports fan at school sporting events, and sponsored many study nights around the family dining room table. Rosemary was best known for her volunteer work at Christ the King Church and School, Catholic Family, TC Prep and Sunfest. She was a 50 year member of the Young Ladies Institute and a member of the Spirit of Love prayer group. Rosemary was the past secretary of the Richland Women’s Bowling Association during which time she bowled her high game of 285 and achieved a 699 series.
Rosemary is survived by her husband Charles and five grateful children who were lucky to call her mom: Chris Foley (Terry), Mary Bazzano (Bob), Liz Olson (Mel), Dan Foley (Leslie) and Meg Coleman (Dave), plus 9 grandchildren and 3 great grandchildren. She was preceded in death by her son Mike.
A special thanks to Beth McWethy and Kathy Weiner for their visits with books and creme brule and to the Kadlec care team that treated mom during her battle with cancer. Memorial donations can be made in Rosemary’s name to the Cancer Center or CK School.
A rosary will precede the mass at Christ the King Church on Friday, July 12, at 10 am and the funeral mass will begin at 11 am.
Rosemary was one of the nicest ladies I knew and I always enjoyed bowling with and against her. She will be missed by all who knew her. My prayers to her entire family.
Chuck Foley was one of my first bosses as a young professional. In addition to being a huge positive influence in my work life, I was blessed to associate with Chuck and Rosemary as Christ the King parishioners. Two very special people. I can only aspire to be like them…individually and as a couple. God bless.

Rosemary was one of the “takes a village” parents who over saw many extras over the years. She was honest and direct and wonderful. Now she will truly be looking over you, in God’s company.
Rosemary was a wonderful person. I am so glad that I got to be part of her care at the Cancer Center. She will be missed dearly. Loved her smile and jokes every time she came to see us.
I remember Rosemary as a sweet, wonderful, caring woman with a wonderful sense of humor. My condolences to the Foley family.
Rosemary was such a beautiful person. I considered her one of my “village moms”growing up. Whether it was Thanksgiving, or camping, or a sleepover, I always respected her as ‘the law’. My condolences to the entire Foley family….. And to this day, we put carrots into our turkey stuffing. Even though I used to hate it!
Rosemary was a good friend of my Mom, Opal DeVine. They spent many happy years bowling together and having fun! I always enjoyed seeing Rosemary and visiting with her. You all will miss her every day.
So very sorry for your loss. Rosemary was a wonderful friend. I will keep her and her family in my prayers.
